Just to ensure that the quickstart and sample data file that was provided for download was installing fine, I have re-installed it on my localhost machine and found no error as you had reported above. You may have edited the sample_data.sql file, that is why you are getting the above error. Or it might be with the issue with the database in you online host. Unfortunately, as it stands now, I am afraid there may be conclusive solution to that issue. My take would be that you first try out installing the quickstart on locahost. When installing sample data, choose Default English sample data.
