This template has a lot of mistakes, underdeveloped. During the installation i get an error and installation not working. Joomla ver 3.3.1

First of all, the issue of the installer hanging in the step for creating database tables is quite common with Joomla 3. As you may know, Joomla 3 raised the minimum requirements for servers, for example, having at least php version 5.4+. In this case, it is the installer which is failing and neither the quickstart itself nor the template is faulty. If you search online, you will discover that there are many others who are experiencing the same issue.
There are two major ways of solving the problem. The first one is by increasing the maximum execution time on your server. The second is by directly importing the database into your server and editing configuration.php-dist file found in the installation folder. There is no 100% guarantee that the installer will work in all servers. That is why an alternative configuration file is included in the installation folder as a last resort should the installer fail. For the database file, open the sql folder in the installation folder and locate the file named sample_data.sql
