I need to know if it is possible to place a JPG Image as Logo? Would the Logo also Change in size when Scrolling down? I really Need to have this info before I purchase the template!
Also, is a language switcher supported and where would it be placed?

Yes, you can put JPG as your logo. The logo will not change the size on scroll down, but it can be easy done by editing css files.
The switcher you can put in any of available module positions:

please ignore my inquiry. I solved the problem over the weekend myself. I had the language-switcher at the wrong position within as-mainmenu which resulted in the module position coming down too far. Sorry for the post.

Are you trying to install it via Joomla admin panel? If so, you cannot do it in such way, the package cannot be installed via Joomla admin panel, the package already contains Joomla inside, it should be installed like fresh Joomla installation.
You have to unzip and upload the downloaded quickstart package on your server via FTP and then run:
www.yoursitename.com/kickstart.php
