I think its due to US treasury sanction on my country. Is there other ways to pay the fee?

Hello AVIDFAHIM,
You can try to make a payment using 2CheckOut.
If you open the View all supported country list, some countries like Iran, North Korean, ... are not supported by their system. The link is right behind the flags.
I tried it and receive the same access error as paypal.

Sorry, we do not have other payment methods, maybe you have friends in other countries so you can ask them to make a payment for you.
OK. Unfortunately I have not any one. Maybe I can translate your language file to Persian instead of fee! If not, its OK, i'll try something else. I have a free nursing content sharing website and my download center is a mess. I have about 500 free e-books that need a good admin corner and this template is the best. But maybe I'm not fortunate enough.
