Sorry, I found the cause of the error in the encoding - it's need to install the MSQLi database, as indicated in the instruction, I chose MSQL from the beginning.
I bought and installed the template 002046 using the quickstart. When Joomla 3.7.5 is upgraded to version 3.8, all browsers issue an error:
OpenSSL SSL_connect: SSL_ERROR_SYSCALL in connection to s3-us-west-2.amazonaws.com:443 .
After that, access to the site-template is blocked. The site is installed locally on the server OpenServer.

You can not use websites that violate the law. If you create templates for Joomla and sell them, you need to find solutions for updates.
