Yes. I tried loading it through the Joomla installation manager.
That is where I get the error messages:
JInstaller: :Install: Can't find Joomla XML setup file.
Path does not have a valid package.
I also tried loading it through the FTP site. Neither way works.
If I uninstall joomla from my current website, won't I risk losing website content that I would like to include in the new tempalte?

In your case you have to install the template only, all settings and parameters you can preview by installing quick-start package in some demo folder.
Yes I have mail server in my localhost.I have commented out following line in my php.ini
SMTP = localhost
smtp_port=25
sendmail_from=postmaster@localhost

You cannot install quick-start package via Joomla installation manager because it is already contains Joomla, please carefully check the template installation documentation:
