Any module can be disabled in your Joomla admin panel -> Module manager page, if not please check probably you have caching enabled on your server.

As well please let us know the module ID you are trying to un-publish.

I disable modules on position 6 because thay dont work what I need. I will enable module now oh home page only. When you clck on "Autobuske gume" you will see page without module on position 6, when click on "Teretne gume" you will see page with module on position 6 - that is the problem.

I disable module position 6 and I chage home page. For now i will work on this way and if have another problem i will set question again.
