You can try to test DB if it works or or not by install Joomla! core (download from joomla.org).
Or you can go to database manager and recheck user, password and db name, also with host name.

If you restored website, just download patch update https://www.dropbox.com/s/m8nyrerb1jlf5qu/com_sppagebuilder_pro_v3.1.zip?dl=0
Then, install it via Admin > Extension > Manager > Install, then you can run Joomla! update without problem.
In case you can't restore backup, just follow this instruction http://ltheme.com/how-to-install-quickstart-package-using-akeeba-kickstart/ , via this instruction, we mentioned about your problem and how to solve it.

Hi, I cannot reinstall the Quick Start Package to restore the backup as this site is almost finished and if I do so, it will erase everything I built.
The site has not yet backed up. So far the front end is working fine, but I cannot access to the admin site. It's just blank. How do I recover that so I can upload the new patch update you sent me?
