Established a template for Joomla 3 and Joomla 2.5.
I'm trying to insert an image into the material, the button "Images" is not active, is not pressed, so can not insert a picture in this way.
I'm trying to create a menu that does not work. The button type selection menu is inactive.
Also, when you try to change the settings of materials, all hangs.
Why is this happening?

Earlier I wrote about the problem.
It consisted in the fact that wrong settings were exposed PHP to hosting.
